NPS, Summit, state departments of education and labor and city code inspectors had deemed the thrice-delayed SAID sufficiently completed for opening. City inspectors granted the building’s certificate of occupancy Aug. 18.

The NPS and Summit, through 135 Jefferson Urban Renewal LLC, also agreed to a final 30-year, $295.980 million June 1. The $160 million, 20-year lease signed in 2021 has been amended so that NPS would make additional monthly payments on years two through six and years 24-26. The district, upon Year 30, has the option to purchase the building from Summit/155 Jefferson for $1,000.

What is NPS’ 72nd school (or, in 30 years, its 65th building) is a conversion of the former St. James Hospital. The five-story building opened as a 127,000-square foot, 124-bed hospital, succeeding the 1894 original across the street, in 1961. St. Michael’s Medical Center closed the hospital except for a satellite outpatient ward in 2008.

Although St. James’ conversion to the new magnet high school was supervised and partially funded by the New Jersey Schools Development Authority, the state Department of Labor issued a stop work order over wage issues in September 2022. Summit, who first threatened to cancel its lease, instead replaced the contractor and subcontractor.

The SAID magnet high school will add a grade each year until it “tops out” in 2028. Graduates will have building trade licenses to go with their diplomas.

IRVINGTON – Members of Irvington’s police and public works departments spent the Labor Day holiday replacing fencing that a car had taken down at the corner of Clinton Avenue and D. Bilal Beasley Civic Square Aug. 31 with concrete blocks and yellow police tape.

Police detectives are investigating the cause and circumstances of a car that had plunged nose first into the Elizabeth River channel at the intersection’s southwest corner that Sunday. Police and fire officers gathered there on a report of a car “leaving the parking area and into the river’s channel by the square and Clinton Avenue. They found the car nose first into the river channel upside down along with the concrete blocks and fencing that went with it.

The car’s occupants had extricated themselves before first responders’ arrival and were given a ladder from the church side of the channel to climb back to the street. They were unidentified but were said to suffer non-serious injuries.

The last time this section of the 11/9-mile East Orange-Elizabeth river made the news was Aug. 7-8, 2024 when flooding from Tropical Storm Debby closed the township’s post office branch. It had flooded the branch again plus other houses and the drowning of a father and daughter further south along Lincoln Place from Hurricane Ida Sept. 1-2, 2021.

Flooding from the Elizabeth River has been somewhat contained by the channel which was built in the 1920s and 30s -the latter as A Works Progress Administration project. It has had a notoriety for becoming a swift post rainfall torrent way before then. The late Cong. Donald M. Payne Jr., and the Army Corps of Engineers had examined the river and sought federal funds to correct the flooding as late as 2022.

EAST ORANGE – NJTransit riders who have been using Brick Church station’s westbound platform level waiting room found themselves the past month getting locked out behind them.

The second floor room, since early August, has been boarded up for renovation except for the staircase and exit door. If a rider exits and wants to return, he or she is locked out.

At least those riders have a chance to use the waiting room stairs while the ground floor ticket office is open weekdays 5 a.m.-1 p.m. Morris & Essex riders who disembark from westbound trains here are locked out from the start. Printed paper signs on another set of doors advising to use the “open” door are misinformed.

Riders who are locked out will have to exit via stairs at either end of the platform – a half a city block’s walk. There are no mid-platform stairs, like NJTransit had installed at East Orange station in the 1990s.

That waiting area is the first stage of an $83.3 million renovation of the 1922 station by NJTransit and its contractors that started June 16. and to continue through 2026. Trailers to be used by the ticket agent and as a waiting room have been placed beneath the elevated tracks’ bridge to the existing room’s east.

Brick Church’s revamping, including the reusing of a freight elevator, is to coincide with the completion of the 400-housing unit Embark Crossings at Brick Church. Riders are using the seven-story parking garage – the first finished structure of the project. The 1974-era ShopRite supermarket will be the last of Brick Church Plaza to be replaced.

ORANGE – Those Freeway Drive for All murals that have graced the South Essex Street surface at the Morris & Essex Line overpass since June and the “BLACK LIVES MATTER” wording painted on Main Street in the wake of George Floyd’s May 25, 2020 murder may be on borrowed time.

Freeway Drive for All was sketched and painted here and on East Orange’s South Harrison Street leading to the M&E overpass and Freeway Drive West was a creative project to improve safety by slowing traffic. Temporary flexible plastic bollards, for example, change the turning radius from Tony Galento Plaza and South Essex and closed South Harrison’s right turn lane onto Freeway Drive West.

Such street painting here – including “BLM” wording in Newark, Irvington and Maplewood and the rainbow-painted crosswalks in Maplewood – and elsewhere may follow street painting erased over the last month in Florida.

USDOT Secretary Sean P. Duffy sent a memo through the Federal Highway Administration July 1 to each state and territorial governor to participate in the Safe Arterials for Everyone through Reliable Operations and Distraction-reducing Strategies initiative. The FHA SAFE ROADS act calls for all driving surfaces – including intersections and crosswalks – to be erased off all but highway required painting.

“Far too many Americans die each year to traffic fatalities to take their eyes off the ball,” said Duffy. “USDOT stands ready to help communities across the country make their roads safer and easier to navigate.”

“The Florida Legislature passed a law (Aug. 26) that was very clear,” said Gov. Ron DeSantis, “we’re not doing (the) commandeering of the roads to put up messaging.”

DeSantis was responding to a reporter’s question of a FLDOT crew erasing the rainbow crosswalk along Orlando’s Orange Street that served as a memorial to the 49 people killed in the Pulse nightclub massacre; locals recolored the crosswalk with chalk the next night. The checkered flag intersection pattern before NASCAR’s Daytona Beach headquarters and a “Back the Blue” mural at Tampa.

WEST ORANGE – When the Roosevelt Middle School Rough Riders boys and girls basketball teams start their 2025-26 season, they will be wearing uniforms from a prominent alumnus.

The West Orange Board of Education accepted a uniform donation from Kyrie Irving at their Aug. 18 meeting. They will be receiving sets of new uniforms from ANTA, USA courtesy of the current NBA Dallas Mavericks No. 11 guard.

Irving, now 33, attended RMS 2004 and 2005 while living here. The son who watched his father play in adult leagues in town graduated from Roosevelt to the private Montclair Kimberley Academy in 2005. He was spotted wearing a “West Orange New Jersey” sweatshirt while at July 11’s NBA2K Summer League game at Las Vegas.

“Ky” played as an MKA Cougar towards its first prep school championship before transferring mid-high school to the now-defunct St. Patrick’s School in Elizabeth. He went on to play a year with the Duke (N.C.) Blue Devils, being on a gold medal-winning U.S. Olympic team, won the 2012 Rookie of the Year title and first NBA championship with the Cleveland Cavaliers and became a nine-time member of the NBA All Star Team.

While West Orange Public Schools welcomed their adopted son’s donation, the South Orange-Maplewood School District’s Board of Education is mulling a similar offer from Irving as of press time.

The SOMSD school board listened to public speakers’ comments at their Aug. 28 meeting on whether to accept Irving’s willingness to bankroll new uniforms and equipment for their Columbia High School Cougars programs. Why Irving made the offer to the two-town school board is not immediately clear.

SOUTH ORANGE – The Village’s Transportation Advisory Committee has scheduled a Sept. 17 meeting to hear the public’s voice on what form the Church Street Bike Lane – or Lanes – should take.

The South Orange government, acting on a recently received $505,000 NJDOT grant, intends to start work on Church Street between South Orange Avenue and West Third Street and West Third between Church and South Ridgewood Road.

The committee is to present a shared and a dedicated option which Van Cleef Engineering Associates, of Mt. Arlington, have conceptually drawn up for village consideration:

The Shared Option, for example, calls for bicycled and motorized traffic share the entire right of way.

The Dedicated Option calls for a pair of striped and marked bicycle lanes running along the east side of Church between South Orange Avenue and W. Third Street. Northbound curbside parking would be eliminated. Church will be one way northbound only except for a southbound turning lane from the avenue into the SOPAC parking lot.

The Church Street project is conditionally approved by the Walk Ride Bike South Orange advocacy group. WRBSO, who also has Maplewood members, favors it “as an interim Greenway connector through downtown.” That “Greenway” is the bikeway being built in phases along the East Branch of the Rahway River bank.

MAPLEWOOD – The driver involved in a Sept. 3 collision with a mother and her five-year-old son within 100 feet of a school here is to report back to the nearby South Orange-Maplewood Municipal Court on summonses. The mother and son are meanwhile home, recovering from their injuries suffered during the second day of the new school year.

MPD officers were called to the t-intersection of Boyden Avenue and Tuscan Road in the Hilton section at 3:49 p.m. that Wednesday. The site is about 100 feet south of the Seth Boyden Demonstration Elementary School.

Arriving officers found the mother and son plus the 2014 Honda Pilot and its 60-year-old driver nearby. The driver, from Little Falls, said that she was driving north on Boyden and did not see the duo in the crosswalk while turning left onto Tuscan and could not stop in time. The motorist was given summonses for careless driving, failing to stop for a pedestrian in a crosswalk and filing to exhibit documents.

The two pedestrians were taken for treatment of their minor injuries at a local hospital and were released. The mother declined medical transport and were driven to hospital by another family member.

ICE Takes 2 into Custody

Two men who said they were on their way work along Prospect Street between Oakview and Courter 11 a.m. Sept. 8 are, thanks to ICE, headed to parts publicly unknown as of press time.

Neighbors and motorists said that three ICE agents – wearing masks, uniforms, “Border Patrol Federal Agent” vests and were armed – pulled out of their three unmarked cars with out-of-state license plates and stopped a man and his brother-in-law. They said the agents zip-tied both men’s wrists and ankles, spirited them into their cars and drove away.

Witnesses and the wife of one of the two detainees said that no arrest warrants were shown. The wife said that she was able to get one of the officers on her husband’s cell phone during the encounter. She said that she has her husband’s immigration status documentation.

“I’m like, ‘Can you wait for me until I get to the scene?’ ” she asked. The ICE agent’s response: “Unfortunately, I can’t because we might cause traffic.”

One agent reacted to a neighbor’s call to “Get out of my town,” by holding up a mace bottle and saying, “You’ll get pepper sprayed.” A motorist, one of several, who got out of his car was met with, “Get back in your vehicle.”

A DIRE response team and MPD arrived after both men were taken away.

BLOOMFIELD – An East Orange resident, who filed a lawsuit against Bloomfield Public Schools and an education hiring agency in State Superior Court Aug. 20, said she was transferred and fired for protecting special needs students from other educators.

Amanee Mercedat said that she was wrongfully terminated by the district and ESS Support Services, LLC, of Cherry Hill, in late March. She was hired by ESS and assigned to the Berkeley Elementary School at the time.

Mercedat said that she brought a student from a classroom hallway to the nurse’s office and was allowed to stay with him while she ate her lunch. She said that the classroom teacher had put him out to the hall after “an emotional episode over a reading assignment.” He remained there for 10 minutes, crying and unsupervised and with no staff member checking on him, before she stepped in.

The Berkeley School principal visited her at the nurse’s office and said it was “illegal” to take a student from the classroom. ESS sent her an email, saying that it and BPS fired her for “inappropriate conduct, unsatisfactory behavior and failure to follow policies and procedures.” ESS then offered her assignments to schools more than an hour’s drive away.

The termination followed a September 2024 transfer from Watsessing Elementary School to Berkeley three days after she had reported illegal behavior of a Watsessing teacher to special needs students to her supervisors at BPS and ESS – including the former’s special education department head.

She said she saw a Watsessing teacher stepped on students; bare feet, locked them in “quiet rooms” while they still carried pencils, was verbally abusive and once dragged a girl across the classroom floor. She said she was originally assigned to a 2023 summer program at the Oak View School until she was assigned to additional work at Watsessing in April 2024.

Mercedat is seeking damages to emotional distress, embarrassment and humiliation, back pay, attorneys’ fees and court costs. Neither BPS nor ESS have commented as of press time.

MONTCLAIR – Motorists, students and parents found a “Monday Morning Surprise” to their normal commute here starting on Sept. 8.

Montclair’s elders and educators announced over the Sept. 5-7 weekend that crosswalk striping and school safety markings will be painted on nine streets approaching Montclair Public School buildings Sept. 8-11.

Those streets are: Cambridge Road, Chestnut Street, Greenwood Avenue, label Street, Montclair Avenue, Oxford Street, Tremont Place, Walnut Gardens and Walnut Street. The painting will be done on one street at a time; there will be detour signs posted at those times.

More immediate and apparently more permanent are one-way northbound only directions before two schools’ streets during a.m. and p.m. rush hours on school weekdays. They are:

Christopher Street, before the Deron School, between Walnut Street and Oxford Avenue, 8-9:30 a.m. and 2:30-3:30 p.m.

College Avenue, before the Bradford School, between Mt. Hebron and Brainard avenues, 8:30-9:30 a.m. and 2:30-3:30 p.m.

BELLEVILLE – The youngest member of the township’s elders is taking the first steps towards a Belleville-wide parking study.

Second Ward Councilman Frank Velez III, 23, who first proposed the study at the Aug. 22 Township Council Meeting, has set a Sept. 10 Community Meeting on Parking at the Belleville Senior Center, 125 Franklin Ave., corner of Mill Street, 6 p.m. Velez intends to have Town Manager Brian Banda, Police Chief Mark Minichini, Capt. Frank Pignataro and Sgt. Anthony Abate on hand to talk about parking enforcement and related topics.

“Parking has become a major topic of conversation,” said Velez on his Facebook page Sept. 8. “Countless residents are affected by parking issues on a daily basis. I believe the Council needs to make the most informed decisions and having real data will significantly help with that.”

It seems fitting that the meeting will be held on the northwest corner of Franklin and Mill. That intersection takes at least two traffic light cycles at rush hour and traffic has been growing – and may further expand with a housing proposal at 9 Franklin Ave., where the Jergens/Roche Pharmaceutical building stood.

Others have their own “favorite” bottlenecks. They include Franklin Street through Silver Lake and Washington and Rutgers streets feeding the Route 7 bridge. Washington’s traffic volume has been temporarily aggravated by NJDOT’s streetscape improvements currently between Rutgers south to Mill Street.

The council, on one hand, has added two new parking lots at 202 Washington and 191 Belmont Ave. and is eyeing a private lot at 455 Washington. An intended township-Belleville Public Schools joint parking garage at the middle school, however, has stalled.

Velez’s meeting will not be the only Wednesday special. The council posted on Aug. 8 for a special 12:30 p.m. session to, in part, to approve a long-term PILOT for replacing 254-56 Washington (Belleville Elks building) and 258-60 Washington (Old Belleville Hall) with an apartment building.

TOWN WATCH NEWARK – Sept. 2 marked the opening of Newark Public Schools’ latest school – The Newark School of Architecture & Interior Design – although the inaugural freshman class of 240 got a sneak peek at Aug. 29’s orientation of the mostly open space.
