Witnesses in another car added that the Ford was trying to pass them “on the wrong side of the road.” The collision was in a residential no passing zone with a 25 mph speed limit.

Munoz was rushed to University Hospital – where she died at 10:30 p.m. The dog was not physically harmed.

The driver, who stayed at the scene and cooperated with the investigation, was carrying a 9 mm. handgun and a concealed carry permit. He said that he works as an armed security guard.

IRVINGTON – The federal Occupational Safety and Health Administration has joined Bergen County and Ridgewood authorities in investigating the Aug. 13 workplace death of a township man – and continues to do so past his last trip to Costa Rica.

Relatives and friends have held an Aug. 21 visitation and funeral for Heriberto Antonio Solis Fallas at Newark’s Alvarez Funeral Home, followed by an Aug. 22 Mass at that city’s Immaculate Heart of Mary. His burial in his native Costa Rica was to coincide with Aug. 24 – what would have been his 41st birthday.

Ridgewood police officers and local EMS medics found Fallas, 40, on the ground of that town’s 145 Kenilworth Rd. at 1:45 p.m. that Tuesday. He was admitted in severe condition at Paterson’s St. Joseph’s University Medical Center – where he died that day. Bergen County Prosecutor’s Office Homicide Unit detectives and OSHA inspectors followed.

Fallas was a painter who had fallen two stories from the roof of the 2.5-storu house there. He was working for C&W Painting – which OSHA said had no prior inspection history. There is a C&W Painting and Carpentry LLC with addresses in Midland Park and Hawthorne.

Mother Cindy Quisimalin, father Carlos L. Solis, two daughters and “a brother and sisters” are among nis survivors. Quisimalin had started a GoFundMe.com page for his Costa Rican burial.

EAST ORANGE – The driver and passengers of the last southbound New Jersey Transit Route 94 bus run of the day ended with a collision with a pedestrian in the Third Ward early Aug. 27.

Four of the passengers and the struck woman were taken from near the intersection of South Clinton Avenue and Norwood Place at 12:11 a.m. that Wednesday, according to a NJTransit spokesman, “to a local hospital.” The 94 run was traveling from Bloomfield Centre to Irvington Center.

Arriving city and transit police found the struck woman under the bus and the vehicle’s front windshield smashed. Traffic around the intersection was detoured while the pedestrian was extricated and subsequent field investigation. A city fire department unit was called to conduct the extrication; a local EMS ambulance was summoned for preliminary injury evaluation.

The woman was reported that morning as being admitted in serious condition. The four passengers’ admission conditions were not known but were taken to the unnamed medical center “for evaluation.” The incident was not reported on its Bus Advisories feed.

The agency spokesman referred further comments later that morning to the East Orange Police Department – who is conducting the incident’s investigation. EOPD has not provided an update on the incident or the injured as of press time.

ORANGE – There are three names behind the carved “Stickler Memorial.” that heralds the Orange Public Library’s front entrance here at 348 Main St. – and it may be the most enduring honor from parents to a dead son.

The Orange Library Association Board of Trustees had contracted the Mead, McKim and White architectural firm to design its library on the southwest corner of Main and then-Lumber streets in 1899 when Joseph Whipple and Charlotte Snell Sticker approached them with an offer later that year. They would donate $35,000 (now $1.284 million in 2025 dollars) if the trustees name the building after their late son, Dr. Joseph William Stickler, who died that May 18.

Joseph, Charlotte and young J.W. Stickler had moved here from Hoboken in 1838. The father was into real estate, which allowed him to be vice president of the Orange Savings Bank and, later, a philanthropist. Their only son graduated from Orange High School and earned his masters of science and doctorate with the College of Physicians and Doctors of New York in 1876 and ‘79.

Dr. Stickler, who returned to Orange in 1881, became a visiting surgeon and pathologist of Orange Memorial Hospital. He was the Orange YMCA president for two years, Second National Bank vice president and a First Presbyterian Church elder.

Dr. Stickler, in 1895, published a thesis on “the antagonism between morphine and cocaine.” His major pursuit since the 1880s was for a link between (the now viral) bovine hoof and mouth disease and (the now bacterial) childhood scarlet fever.

The doctor’s field investigation, which included exposing scarlet fever to small animals and some 30 children, became an obsession. He had reportedly died “of apoplexy” in New York’s Fifth Avenue Hotel May 18, 1899. He left behind a wife and an infant son.

The OLA accepted the gift and expanded OPL’s original floor plan. The Beaux-Art and Classical Revival building’s cornerstone was laid on June 25, 1900 and dedicated June 21, 1901. It remains Essex County’s oldest operating library building.

It is not immediately clear whether Charlotte Sticker, who died in 1901, was present at the dedication but Joseph, who lived at 153 Center St., likely was. The patriarch, after donating $200,000 (now $7.691 m after inflation) to various institutions, died here Jan. 20, 1903.

WEST ORANGE – Mayor Susan McCartney, at a special Aug. 22 Township Council meeting, has appointed herself immediately as acting business administrator. She is to be the township administrator until an ultimate successor to Jim Abbot is found on or before Dec. 31.

McCartney’s self-appointment came after the council, that same meeting, had “explicitly withheld” an extension of Peter F. Smeraldo, Jr. as interim BA Smeraldo returns to his previous post as assistant BA and the mayor’s chief of staff.

McCartney sent a letter to the council beforehand, explaining that she can appoint herself under the state’s Faulkner Act on municipal governing body structure. The mayor then reminded council members that, given the township’s governmental structure, “all communication to any staff member should be directed to me or my designee, ABA/Chief of Staff Smeraldo.”

The special meeting came when Smeraldo’s 60-day acting BA period would end Sept. 1. McCartney had appointed him May 1 to council members’ objection for not being advised or consulted.

This chain of events began when the then-interim BA – James P. Abbott – announced his intention to resign from that post on April 25. Abbott, better known as West Orange’s Chief of Police, was appointed IBA Sept. 5, 2023. Abbott had been the township’s “top cop” since Jan. 1, 1997.

Abbott also intends to retire from his 45 years’ WOPD service Jan. 1, 2026.

SOUTH ORANGE – The parents of a Seton Hall University student who died while in COVID-isolation Sept. 20, 2021 has lost their lawsuit against the school for the second time in eight months – and may have lost the suit for good – Aug. 18.

U.S. Magistrate Judge Susan D. Wigenton, from her Newark bench that Wednesday, ruled that the parents of the late Kristin McCartney and their lawyer had failed to prove in their amended brief that SHU’s coronavirus “restart” plan amounted to a binding contract. Wigenton then dismissed the parents’ case against the school, its then-president Joseph Nyre, the board of trustees and regents and Newark Archbishop Cardinal Joseph Tobin with prejudice – that the case will not be heard again.

This particular suit is an amended version of an earlier suit that Wigenton had dismissed Jan. 7. That suit tried to claim that SHU had known that they had neglected to periodically check on Kristin. The version asserted the school knew that Kristin had suffered from a rare form of epilepsy, had written so in her physical examination for soccer and had two seizures in December 2020 and January 2021.

Kristin was a sophomore in SHU’s School of Diplomacy and International Relations when she was diagnosed as having contracted COVID-19 Sept. 10, 2021. The school had her and another diagnosed student isolated in a Neumann Hall dormitory for 10 days. Kristin herself was given permission to leave the room at 8 a.m. Sept 20 – as had “the roommate” the day before.

When Kristin had not left the room by 11:35 a.m. an SHU official entered the space – and found her face down and unresponsive. Attempts to revive her were unsuccessful and she was declared dead. A later Regional Medical Examiner’s autopsy had determined that the North Carolinian had died of a seizure.

Wigerton, on Jan. 7, had dismissed the first suit with prejudice. SHU had moved the case venue to federal court in 2024.

MAPLEWOOD – Those who received their third quarter tax bills Aug. 20-25 may have done some double takes upon reading them.

First, the annual sanitary sewer bill that normally appears on the June bill is on the August bill. Neither township officials nor the Joint Meeting for Essex and Union Counties have explained the 90-day delay.

Second, the Joint Meeting continues its line item charge Maplewood property owners a continuing “sewer improvement” charge.

Third, Maplewood’s stormwater utility charge makes its debut. The charge, based on the square foot of impervious area on the property, will fund the township’s newly formed stormwater utility. Maplewood created the utility in 2024 to address managing the runoff due to climate change.

Fourth, the township has postponed the usual Third Quarter Aug. 25 due date to Sept. 25.

The township tax collector’s office sent out the following notice concurrent with the bills: Due to an unforeseen delay from your mailing provider, your 2025 utility bill (including a new line for Maplewood Stormwater Utility) went out Wednesday, Aug. 20 and may have not reached your mailbox yet. We can understand some anxiety surrounding the original Aug. 25 due date but want to assure residents that the 30-day grace period means that your bill is not actually due until Sept. 25.

Maplewood, like all municipalities, is the collecting medium for the Joint Meeting, the stormwater utility, Essex County and SOMSD property taxes.

BLOOMFIELD / NUTLEY – The remains of late Bloomfield resident Vincenzo Rotondo, 66, were given a memorial service at Nutley’s S.W. Brown & Son Funeral Home, followed by burial alongside his late wife Geraldine at Glendale Cemetery Aug. 23. Rotondo died in Bloomfield Aug. 19.

Rontondo, who was born in Newark May 16, 1959, lived in New Jersey’s largest city until he met the former Geraldine Triano, of Glen Ridge. They moved to Belleville in 1995 to become members of that township’s Christian Faith Center.

Vincent was a maintenance worker for SBM Property Management of Brooklyn and Newark. Geraldine meanwhile worked as an assistant to Union bankruptcy lawyer Kathleen Suplee.

Geraldine “Gerry” Rotundo, 77 died Dec. 5, 2016. Vincent thereafter moved to Bloomfield.

Brothers-in-law Andrew Scher and sister-and-brother-in-law Ron and Laura Reinhardt are among his survivors.

MONTCLAIR – Township officials and its contractors are working on Montclair’s first senior citizens services center – but at 205 Claremont Ave., not the Mills Building at 60 S. Fullerton Ave.

Work for a temporary senior center in the Montclair Municipal Building began in its former Recreation and Cultural Affairs Department space when township officials decided not to continue converting the Mills Building, to the immediate south of the Montclair Main Library, earlier this month. The Township Council had awarded RSC Architects a $33,700 design contract Aug. 12 for a “Montclair Senior Citizens Health and Welfare Center” for the ex-rec department space.

The council had approved a lease in April 2024 with the Placek Family Foundation to turn 4,100 square feet of the 52-year-old building into senior offices and community space for $5-7 million. That work, however, had stalled in February.

“Like most projects, we encountered some new information during the demolition and construction that required us to pause and reassess the plans with some changes required,” said foundation head and area developer David Placek June 20. “We’ve made some other space available to various Modern Agers as requested.”

“After a thorough review and due diligence process (however), we’ve decided not to go forward with the planned senior center at the Mills Building,” said Township Manager Stephen Marks Aug. 17. “The lease terms and investment needed for renovations ultimately didn’t represent the most cost-effective use of money.”

The Montclair-Placek lease calls for the former to pay the latter $13,383 monthly for the 4,100 sq. ft. space. The township, however, would not start paying until Placek finished the renovations.

50 So. Fullerton is not a white elephant since several nonprofits, including the Montclair Ambulance Unit and AAPI New Jersey, have moved into the three-story 1952 building. The Mills Building entered municipal hands when the United Way transferred ownership to the New Jersey Community Capital nonprofit in 2020.

BELLEVILLE – That Transform Lease OpCo LLC filed suit in June against the Belleville Zoning Board of Adjustment over how its site plan applications for the former Kmart building was handled did not keep them from neglecting the 4.99-acrec property here in late July.

Neighborhood observers and community advocates have noticed that a landscaping crew had cut down weeds that have grown through 371-411 Main St.’s parking lot. The cleanup is the latest development since Kmart/Sears closed the 33-year-old store, once the largest sales volume store on the East Coast, in 2021.

Transformco, Sears/Kmart’s real estate holding company, had since removed or covered signage, allowed the Belleville Police Department to remove its substation trailer and block entry with Jersey barriers. There had been a test boring company extracting ground samples, for one of Transformco’s redevelopment proposals.

The Hoffman Estates, Ill. -based company had filed a lawsuit June 17 against the township government and zoning board over the latter’s ruling of the former’s site plan applications. The real estate company asserts that the zoning board had exceeded its legal authority and prevented the site’s future development.

Transformco, as of 2024, sought an allowance from the zoning board for a single tenant in 2023 – supposedly for an Aldi supermarket. The Aldi would be roughly four times the interior space as rival Lidl’s existing space across Main Street.

There was also a plan to draw and quarter the site for prospective residential development.

TOWN WATCH NEWARK – The friends and family of a North Ward resident have gone to GoFundMe.com to raise her Sept. 5 funeral expenses while authorities investigate her Aug. 25 death.
