Texans are urged to remain weather aware, heed the guidance of local officials, and regularly monitor weather forecasts. Texas will remain engaged until every missing person is found and every Texan recovers from this disaster.”

Under Governor Abbott’s direction, the Texas State Operations Center (SOC) remains at Level II (Escalated Response) to support requests for assistance from local officials as they keep responding to the excessive rainfall and flooding which began last week and continues to impact the state.

According to the National Weather Service, rain with potential to cause flooding is anticipated for large portions of the state including Central Texas, the Hill Country, Big Country, and the Concho Valley over the next couple of days. Texans are urged to monitor local forecast information.

The State of Texas has deployed over 1,750 personnel and more than 975 vehicles and equipment assets. More than 20 state agencies are currently responding to flooding threats across the state.

Meanwhile, Abbott announced that President Trump approved federal disaster assistance as part of a Major Disaster Declaration, following deadly and destructive flooding that impacted the state.

“President Trump stands strong with Texas in our time of need, and I thank him for swiftly approving Texas’ disaster declaration request,” said Governor Abbott. “This federal support will ensure local officials, emergency management personnel, and first responders have the critical resources they need to help Texans rebuild and recover from these devastating floods. Our hearts continue to grieve for our fellow Texans who have endured unspeakable loss. We continue to work around the clock with our federal and local partners to search for those still missing and to help impacted Texans move forward.”

FEMA’s Individual Assistance program funding assists with expenses such as temporary housing, emergency home repairs, uninsured and underinsured personal property losses, disaster legal services, disaster unemployment assistance, and medical, dental, and funeral expenses caused by the disaster.

Keep Your Shoes On

Homeland Security Secretary Kristi Noem announced a new policy today which will allow passengers traveling through domestic airports to keep their shoes on while passing through security screening at TSA checkpoints.

The new policy will increase hospitality for travelers and streamline the TSA security checkpoint process, leading to lower wait times.

“Ending the ‘Shoes-Off’ policy is the latest effort DHS is implementing to modernize and enhance traveler experience across our nation’s airports,” said Secretary Noem. “We expect this change will drastically decrease passenger wait times at our TSA checkpoints, leading to a more pleasant and efficient passenger experience. As always, security remains our top priority. Thanks to our cutting-edge technological advancements and multi-layered security approach, we are confident we can implement this change while maintaining the highest security standards. This initiative is just one of many the Trump administration is pursuing to usher in the President’s vision for a new Golden Age of American travel.”

Other aspects of TSA’s layered security approach will still apply during the TSA checkpoint process. For example, passengers subject must still clear identity verification, Secure Flight vetting, and other processes.

Ending the “Shoes-Off” policy is the latest in a series of changes DHS has implemented since the Trump administration entered office. On July 2nd, TSA announced its “Serve with Honor, Travel with Ease” program which provides special benefits to uniformed service members and their families, including a TSA PreCheck enrollment discount and expedited access lanes at select airports. In May, TSA began implementation of REAL ID at airport checkpoints which has seen a 94 percent compliance rate which has led to a more efficient security process.

MASS SHOOTING UPDATE

Information from 7-8-2025

2025 Mass Shooting Stats: (Source: Mass Shooting Tracker, https://www.massshootingtracker.site/data/?year=2025)

Total Mass Shootings: 263

Total Dead: 290

Total Wounded: 1091

Shootings Per Day: 1.39

Days Reached in Year 2025 as of noon July 8: 189

MIDDLE EAST

HOSPITALS IN GAZA PUSHED TO THE BRINK

UN humanitarians have warned that the catastrophic conditions in Gaza are worsening, as tents, schools, homes and medical facilities come under attack, and fuel supplies run out.

What little fuel remains is powering essential operations, but it is running out fast, and there are virtually no additional accessible stocks left, UN Spokesperson Stéphane Dujarric said, citing reports from the UN relief coordination office, OCHA.

“Hospitals are rationing. Ambulances are stalling. Water systems are on the brink. And the deaths this is likely to cause could soon rise sharply unless the Israeli authorities allow new fuel to get in,” said Mr. Dujarric.

“We need fuel urgently and we need it in large quantities to power the most essential parts, notably water desalination, hospitals and telecommunications,” he added, noting fuel has not entered the enclave in the last few months.

Meanwhile Israeli forces continue to attack civilian infrastructure in Gaza and issue new displacement orders.

On July 8, such orders were issued for parts of Khan Younis, specifically ordering those staying in tents to move, Mr. Dujarric reported.

The map published alongside the order indicates that some areas included had not been subject to displacement orders since before the March ceasefire, he said.

“The issuance of a displacement order does not relieve any party from the imperative to spare civilians, including those who are unable or unwilling to move.”

Mr. Dujarric also reiterated the UN World Health Organization’s (WHO) call to protect the Nasser Medical Complex in Khan Younis, warning that the hospital is overwhelmed with trauma injuries at double its capacity.

In a video message sent from the hospital on July 7, Rik Peeperkorn, WHO representative in the Occupied Palestinian Territory, said the facility is running critically low on trauma supplies, essential medicines, equipment and fuel, and that staff are exhausted.

Meanwhile, OCHA reported that humanitarian movements inside Gaza remain heavily restricted: only four out of 12 attempts to coordinate movements with the Israeli security authorities were fully facilitated, and just one delivered supplies.

WORLD

WARRANTS ISSUED FOR TALIBAN LEADERS

On July 8, Pre-Trial Chamber II of the International Criminal Court (“ICC” or “the Court”) has issued, in the context of the Situation of Afghanistan, warrants of arrest for Mr. Haibatullah Akhundzada, Supreme Leader of the Taliban, and Mr. Abdul Hakim Haqqani, Chief Justice of the Taliban, who have exercised de facto authority in Afghanistan at least from 15 August 2021.

The Chamber has found that there are reasonable grounds to believe that Haibatullah Akhundzada and Abdul Hakim Haqqani have committed by ordering, inducing or soliciting the crime against humanity of persecution, under article 7(1)(h) of the Rome Statute, on gender grounds against girls, women and other persons non-conforming with the Taliban’s policy on gender, gender identity or expression; and on political grounds against persons perceived as “allies of girls and women.” These crimes are believed to have been committed on the territory of Afghanistan since the Taliban seized power on August 15, 2021, and have continued until at least January 20, 2025.

Pre-Trial Chamber II considered that the Taliban have implemented a governmental policy that resulted in severe violations of fundamental rights and freedoms of the civilian population of Afghanistan, in connection with conducts of murder, imprisonment, torture, rape and enforced disappearance. While the Taliban have imposed certain rules and prohibitions on the population as a whole, they have specifically targeted girls and women by reason of their gender, depriving them of fundamental rights and freedoms.

Specifically, the Taliban severely deprived, through decrees and edicts, girls and women of the rights to education, privacy and family life and the freedoms of movement, expression, thought, conscience and religion. In addition, other persons were targeted because certain expressions of sexuality and/or gender identity were regarded as inconsistent with the Taliban’s policy on gender.

In assessing the evidence before it, the Chamber has taken into account the object and purpose of Article 7(1)(h) of the Rome Statute. This provision reflects the Statute’s broader aim to protect civilian populations from serious and systemic violations of fundamental rights, particularly those targeting vulnerable groups. In this context, the Chamber considered that the protection of victims of such crimes – especially women and girls who are often disproportionately affected by gender-based persecution – is central to the provision’s purpose. The Chamber found that gender persecution encompasses not only direct acts of violence, but also systemic and institutionalized forms of harm, including the imposition of discriminatory societal norms.

Furthermore, the Chamber found that individuals perceived as opposing these policies, even passively or through omission, were also targeted by the Taliban. This included those described as “allies of girls and women,” who were viewed as political opponents.

The Chamber has decided that the warrants will remain under seal at this stage, in order to protect victims and witnesses and safeguard the proceedings. Nevertheless, the Chamber considered that the conduct addressed is ongoing and that public awareness of the warrants may contribute to the prevention of the further commission of these crimes. Accordingly, the Chamber found that it is in the interests of justice to publicly disclose the existence of these warrants.

AFRICA

SOUTH SUDAN FIGHTING CHOLERA

On the eve of the fourteenth anniversary of its independence, South Sudan – the world’s youngest country – is experiencing its worst and longest cholera outbreak.

The outbreak – which started in September 2024 and was confirmed a month later – comes amidst a protracted humanitarian crisis exacerbated by rising intercommunal violence, climate shocks such as flooding and catastrophic hunger.

“Now, more than ever, collective action is needed to reduce tensions, resolve political differences and make tangible progress in implementing peace,” said Anita Kiki Gbeho, UN Resident and Humanitarian Coordinator in South Sudan.

Since the cholera outbreak was declared in October 2024, UN agencies and partners have documented over 80,000 cholera cases and 1,400 deaths.

This is in addition to regional outbreaks of mpox, hepatitis and measles among other communicable diseases.

South Sudanese authorities, civil society and UN agencies held an inter-ministerial meeting on July 7 to discuss what they called an “alarming escalation” in the spread of the outbreak.

“This is not merely a public health crisis, but a multi-sectoral emergency exacerbated by flooding, displacement, and limited access to basic services,” the ministers wrote in a communiqué released.

The group resolved to facilitate unimpeded humanitarian access to areas which already have outbreaks and to other areas at risk for outbreaks. The Government of South Sudan will coordinate these efforts.

Partners will also work to preposition materials, improve water and sanitation infrastructure and coordinate proactive and reactive vaccination campaigns.

With the peak of the rainy season on the horizon, the next eight weeks are critical in containing and mitigating the outbreak before severe flooding begins.

“Time is of the essence to prevent a further escalation of the outbreak,” the officials wrote.

Floods more than double the frequency of cholera outbreaks by imperiling access to clean water and impeding humanitarian access to affected areas. And with rising global temperatures making floods more severe, millions of South Sudanese who were not previously in regions of concern may now be at risk for cholera outbreaks.

Cholera is an acute diarrheal infection caused by consuming contaminated water or food. Although highly communicable, it is preventable through proper hygiene, regular handwashing, safe food preparation and storage, improved sanitation infrastructure, and vaccination.

Symptoms typically include watery diarrhea. Most cases are mild to moderate and can be treated effectively with oral rehydration salts (ORS) mixed with clean, boiled water.

However, in severe cases, cholera can be fatal – sometimes within hours – if not treated promptly.

Infected individuals can also transmit the disease through their feces for up to ten days, even if they show no symptoms.

WORLD NEWS FLASH UNITED STATES There is an update in a tragedy that has claimed the lives of over 100 people, including 27 young campers and counselors.
