{"id":9347,"date":"2025-07-03T19:05:00","date_gmt":"2025-07-03T23:05:00","guid":{"rendered":"https:\/\/localtalkweekly.com\/?p=9347"},"modified":"2025-07-02T18:00:46","modified_gmt":"2025-07-02T22:00:46","slug":"willis-edwards-iii-pleads-guilty-in-plea-bargain","status":"publish","type":"post","link":"https:\/\/localtalkweekly.com\/index.php\/2025\/07\/03\/willis-edwards-iii-pleads-guilty-in-plea-bargain\/","title":{"rendered":"Willis Edwards III Pleads Guilty In Plea Bargain"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong><em>BY WALTER ELLIOTT<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>ORANGE<\/strong> &#8211; It appears that one former state and City of Orange official at the center of a federal corruption investigation has announced his intention to pay his debt to society June 26 &#8211; while another implicated individual has been released after paying his debt June 16.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The five-year old U.S. Department of Justice vs. Willis Edwards III criminal case took a decisive turn here at a Newark federal courtroom June 26 when the former state assemblyman and &#8220;city administrator&#8221; pled guilty on five of the 31 corruption charges lodged against him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Edwards &#8211; while as Orange&#8217;s Business Administrator\/Deputy Administrator\/Mayor&#8217;s Chief of Staff and six months after his dismissal 2012-16 &#8211; was accused by prosecutors of soliciting and accepting bribes and kickbacks plus related crimes. He and 13 other individuals &#8211; including Franklyn Ore &#8211; were investigated, resulting in a federal grand jury indictment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ore, of Jersey City, has reportedly been released from a federal prison June 16 after pleading guilty Jan. 13, 2020 to one count each of aiding and abetting the fraud of an organization that uses federal funds and conspiracy to commit wire fraud. He was one of now five people who had pleaded guilty as the result of a probe which began with 2016-17 FBI-Newark Field Office raids mainly on the Orange Public Library and Orange City Hall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ore was one of four people who had pleaded guilty in the Orange federal investigation. He confessed to filing a false $40,002 invoice regarding a 40-week Orange Public Library Saturday literacy program that used US HUD funds &#8211; but never took place. The self-named Urban Planners LLC, of Montclair, founder had sent a $33,220 phony invoice for &#8220;consulting&#8221; with The Nishuane Group on the Orange YWCA&#8217;s conversion to the Orange Recreation, Education and Cultural Center at 395 Main St.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ore, in his testimony, had been dealing with &#8220;a high city official&#8221; or &#8220;Individual One&#8221; in making the false invoices and in receiving kickbacks. Edwards&#8217; plea bargain confession, however, makes him the latest of four who had pleaded guilty in the nine-year federal investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The others who have taken a plea include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Twice-OPL Director Timur Davis, of Newark, on Feb. 13, 2020 for his signing off on a $40,000 HVAC rooftop chiller unit that was never installed.<\/li>\n\n\n\n<li>Tax Preparer Zenobia Williams, of Maplewood, on Dec. 30, 2019, for preparing a false 2105 federal tax form for one of the accused.<\/li>\n\n\n\n<li>Computer service vendor Jeanmarie Zahore, of Rahway, on Oct. 21, 2020 for making &#8220;corrupt payments to an agent of a government official receiving federal funds.&#8221;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Edwards, 54, pleaded guilty June 26 to charges of mortgage and tax fraud in a plea bargain with USDOJ-New Jersey Division attorneys. He also pleaded guilty for using federal tax funds in hiring a &#8220;consultant&#8221; to write his Seton Hall University doctoral thesis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The former one-term general assemblyman (D-East Orange) confessed to paying Ore to create Urban Partners LLC, a company used to &#8220;provide management services:&#8221; regarding 395 main&#8217;s conversion from &#8220;The Orange Y&#8221; to Orange REC. (The Orange YWCA inherited the nickname after the Orange YMCA on the east side of Main Street, was closed in 1985 and demolished for the NCC William Street senior apartments.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Edwards named Urban Planners as part of redeveloping 395 Main, which is within the Central Orange Redevelopment Area. He introduced Ore and Urban Planners to Nishuane &#8211; the latter being the city&#8217;s official planner. Willis also approved a $16,800 city appropriation for UP&#8217;s &#8220;services,&#8221; much of which was kicked back to him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Edwards confessed to having an individual in City Hall in 2016, after his firing, sign a tuition reimbursement invoice towards his Seton Hall graduate studies. He had also hired &#8220;a consultant&#8221; who amounted to becoming his ghost term paper writer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The former Essex County College adjunct professor also confessed to a mortgage fraud not directly connected to the federal city correction probe. He had not listed his teaching job in his 2013 personal bankruptcy filing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal prosecutors, in turn, dismissed the other 26 counts against Willis. Those counts included funneling tax funds away from a dummied-up children&#8217;s summer Saturday literacy program to one of his own companies and steering a non-bid &#8220;emergency&#8221; computer contract to an associate. Ore had separately confessed to the funneling and non-performance of that charge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Edwards was accused of sending two voucher payment requests to Essex County through OPL in March and May 2015 for the Saturday literacy program. The county was disbursing $50,000 from a United States Department of Housing and Urban Development grant &#8211; which is the reason for the federal level investigation and prosecution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The county paid OPL, which then reimbursed Urban Planners (Ore) and the City (Edwards) $36,000 that April and June. Ore, in court records, was said to use the proceeds for his personal entertainment. The county eventually recovered the funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That literacy program was never held.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ore had real estate development jobs in what is now Invest Newark and the Jersey City Redevelopment Authority. Mayor Dwayne Warren had to remove him from the Orange Board of Education when Ore was discovered to still be living in Jersey City.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although Edwards remains free on bail in Georgia, his sentencing has been scheduled for November.
