Attorney General Matthew J. Platkin announced June 24 that he is leading a coalition of 21 Attorneys General and the state of Pennsylvania in suing the Trump Administration over its unprecedented and unlawful attempts to invoke a single provision buried in the federal regulations to strip away billions of dollars in critical federal funding for states and other grantees.

The lawsuit seeks to limit the Trump Administration’s use of this regulation to indiscriminately and illegally terminate critical funding for combating violent crime, educating our students, protecting clean drinking water, conducting lifesaving medical and scientific research, safeguarding public health, addressing food insecurity, and much more.

Since January 20, at the direction of President Trump and the Department of Government Efficiency (DOGE), federal agencies have stripped away thousands of grants they had previously awarded to states and grantees. The Trump Administration has slashed this critical federal funding by invoking a single clause in the federal regulations of the Office of Management and Budget (OMB), which provides that agencies may terminate an award of federal funding if it “no longer effectuates … agency priorities.” Those five words have formed the basis for much of the Trump Administration’s indiscriminate campaign to unlawfully terminate critical funding expressly authorized by Congress and awarded to states.

In New Jersey, since Jan. 20, the Trump Administration has terminated millions of dollars of federal funding for a wide variety of critical programs.

Among other things, the Trump Administration has invoked the five words in this regulation to terminate public safety funding that would support violence intervention initiatives and equip law enforcement agencies with updated technology, including automated license plate readers, to help fight violent crime and bias crimes.

It has terminated funding that supports lifesaving medical breakthroughs and groundbreaking scientific research. It has eviscerated programs that combat food insecurity in schools. It has stripped funding away from efforts to ensure that everyone has access to safe, clean drinking water free from dangerous chemicals. It has undermined New Jersey’s efforts to modernize its unemployment system and make it easier for New Jerseyans to access unemployment benefits when they lose their jobs and for the State to combat fraud. And it has slashed funding for the state’s efforts to expand Internet access in underserved communities.

As the lawsuit explains, the Trump Administration’s decision to invoke this regulation as its basis for slashing billions of dollars of critical funding to states is a dramatic departure from past practice. Before the Trump Administration, federal agencies had not terminated grants merely because the agency’s priorities shifted midway during the use of the grant without any advance notice. That was not how they applied the regulation, either.

However, since President Trump took office, federal agencies have shifted course and claimed unfettered authority to terminate grants on a whim and with no advance notice. In February, President Trump issued an executive order formally directing agencies – and the DOGE employees assigned to these agencies – to terminate grants en masse. And federal agencies have carried out that directive by invoking the regulation as grounds for terminating entire programs based on a purported shift in agency priorities, without any notice to the states and in conflict with the federal statutes appropriating funding for these programs.

The lawsuit argues that the Trump Administration’s decision to invoke the regulation to terminate grants based on their changed agency priorities is unlawful. The lawsuit explains that the regulation does not authorize federal agencies to terminate grants based on changes in agency preferences that occur after a grant is awarded. The lawsuit also notes the importance of obtaining clarity regarding the scope of this regulation, as states collectively accept hundreds of billions of dollars a year that are at risk of termination pursuant to this regulation.

Joining Attorney General Platkin in filing this lawsuit are the Attorneys General of Massachusetts, New York, Arizona, California, Colorado, Connecticut, Delaware, the District of Columbia, Hawaii, Illinois, Maine, Maryland, Michigan, Minnesota, Nevada, New Mexico, Oregon, Rhode Island, Vermont, Wisconsin, and the state of Pennsylvania.

MASS SHOOTING UPDATE

Information from 6-24-2025

2025 Mass Shooting Stats: (Source: Mass Shooting Tracker, https://www.massshootingtracker.site/data/?year=2025)

Total Mass Shootings: 217

Total Dead: 252

Total Wounded: 896

Shootings Per Day: 1.24

Days Reached in Year 2025 as of noon June 24: 175

MIDDLE EAST

FINGERS CROSSED IN FRAGILE CEASEFIRE

A fragile ceasefire brokered by the United States between Iran and Israel appears to be holding, marking a tentative halt to a dangerous regional escalation that included airstrikes, retaliatory missile attacks and mounting civilian casualties.

Amid this relative calm, the United Nations has renewed its call for a diplomatic solution to the Iran nuclear issue, warning that the objectives of the Joint Comprehensive Plan of Action (JCPOA) – and the resolution that endorsed it – remain unmet.

Addressing a planned Security Council meeting on Tuesday to try and revive the deal amid the dramatic military escalation of the past 12 days, UN political affairs chief Rosemary DiCarlo said the fragile ceasefire announced by Donald Trump overnight provided “an opportunity to avoid a catastrophic escalation and achieve a peaceful resolution of the Iran nuclear issue.”

The 2015 Iran nuclear deal – more formally known as the JCPOA and backed by the Security Council – offered Tehran sanctions relief in exchange for strict limits on uranium enrichment, stockpile levels and centrifuge use, alongside robust monitoring and verification by the International Atomic Energy Agency (IAEA).

But the accord has remained in limbo since the United States withdrew in 2018, followed by Iran’s rollbacks of its nuclear-related commitments.

With key provisions under resolution 2231 set to expire on October 18 – unless the Council decides otherwise – the UN’s top political official has warned that the window for reviving diplomacy is narrowing.

Ms. DiCarlo told ambassadors the recent surge in violence had significantly undermined diplomatic momentum.

“The military escalation between Israel and Iran since June 13 and United States air strikes on Iran’s nuclear facilities on June 21 complicated prospects for achieving full implementation of resolution 2231,” Ms. DiCarlo said.

Despite five rounds of bilateral talks between Iran and the US, facilitated by Oman in recent months, Ms. DiCarlo noted that efforts “did not produce a way forward” to restore full JCPOA implementation.

A sixth round of talks was called off due to the outbreak of hostilities.

Meanwhile, the toll from the recent conflict has been sobering. According to Iranian authorities, at least 606 people were killed and more than 5,300 injured since hostilities erupted on June 13. Israeli officials reported 28 deaths and nearly 1,500 injuries.

Echoing UN appeals for dialogue, the European Union stressed that “a lasting solution to the Iranian nuclear issue can only be through a negotiated deal, not military action.”

Briefing the Council on behalf of EU High Representative Kaja Kallas, Ambassador Stavros Lambrinidis underscored the urgent need “to come back to a diplomatic solution.”

Ensuring that Iran does not acquire or develop a nuclear weapon remains a key security priority for the EU, he said.

He added that Iran’s accelerating nuclear activities and the absence of IAEA oversight – compounded by the economic fallout from US sanctions – have severely undermined the JCPOA, despite sustained EU efforts to preserve it through diplomacy.

CARIBBEAN

FORMER HAITIAN MAYOR SENTENCED

Jean Morose Viliena, the former Mayor of Les Irois, Haiti, was sentenced June 20 to nine years in prison followed by three years of supervised release by Chief Judge F. Dennis Saylor IV for the District of Massachusetts for possessing and using a Permanent Resident Card he had fraudulently obtained by falsely stating that he had not ordered, carried out, or materially assisted in extrajudicial and political killings and other acts of violence against the Haitian people. A federal jury convicted Viliena in March 2025 of three counts of visa fraud.

Viliena, 53, was the Mayor of Les Irois, Haiti, from December 2006 until February 2010. As a candidate and as mayor, Viliena was backed by Korega, a political machine that used armed violence to exert power throughout the southwestern region of Haiti. Viliena personally supervised his mayoral staff and other armed supporters aligned with Korega and directed them to engage in armed violence to quash opposition to his authority.

According to evidence presented at trial, on July 27, 2007, Viliena violently retaliated against an activist who had previously spoken at a judicial proceeding on behalf of a neighbor whom Viliena had assaulted. In a brutal act of reprisal, that evening, Viliena led an armed group to the activist’s home, where Viliena and his associates shot and killed the activist’s younger brother and then smashed the brother’s skull with a large rock before a crowd of bystanders.

Viliena committed another act of violent retribution in April 2008, when he and his associates attacked community members who had founded a radio station that Viliena opposed. According to multiple witnesses’ testimony, Viliena mobilized armed members of his staff and supporters to forcibly shut down the radio station and seize its broadcasting equipment. Viliena distributed firearms to his men, some of whom also carried machetes and picks.

According to the evidence presented at trial, during this incident, Viliena beat one man and ordered an associate to shoot him when he tried to flee. As a result, the man’s leg was later amputated above the knee. Viliena also beat a student who was at the radio station; when the student tried to flee, a bullet struck his face, leaving him permanently blind in one eye.

Less than two months after the radio station attack, Viliena presented himself at the U.S. Embassy Consular Office in Port au Prince, Haiti, where he applied for a visa to enter the United States. The visa application specifically requires an applicant to state whether they are a member of any class of individuals excluded from admission into the United States, including those who have “ordered, carried out or materially assisted in extrajudicial and political killings and other acts of violence against the Haitian people.” Viliena falsely responded “no,” indicating that this category did not apply to him. Viliena thereafter swore to and affirmed before a U.S. Consular Officer that the contents of the application were true and signed the application.

Based on Viliena’s false representations, the United States approved his visa application and permitted him to enter the country. The United States later granted Viliena lawful permanent resident status and a Permanent Resident Card, also known as a “Green Card.” For years, through the use of his fraudulently obtained Green Card, Viliena enjoyed a job; sufficient income; a comfortable home; a safe community; the ability to visit his family in Les Irois at any time; and the privilege of raising and educating a son who is now a U.S. citizen by birth.

Trial Attorney Alexandra Skinnion of the Criminal Division’s Human Rights and Special Prosecutions Section (HRSP) and Assistant U.S. Attorney Laura J. Kaplan for the District of Massachusetts prosecuted the case, with assistance from HRSP Historian/Analyst Dr. Christopher Hayden.

WORLD NEWS FLASH UNITED STATES N.J.
