The first-term councilwoman cited discussions with her family and “my medical professionals” for her taking leave.

Ghebremicael, whose term was to expire Dec. 31, 2026, leaves with 1.5 years remaining. State law requires that any elective office vacancy of more than 65 days be filled by appointment – or by a special election if there is at least a year left to the term.

Should the council appoint a successor, the subsequent question becomes whether the appointee will be willing to run for election. Some municipal school board members opt for election while some others state that they are operating as caretakers.

The council’s next step may be revealed at their scheduled June 24 meeting. Neither a June 22 meeting agenda nor an intervening special meeting has been posted on the municipal website as of 5:30 p.m. June 16.

NEWARK – Two of the Passaic Valley Sewerage Commissioners – Lawrence “Larry” Crump and Luis Quintana – voted against the utility’s Standby Power Generator’s construction June 12 but could not convince their six colleagues of their thinking here.

Votes from Crump and Quintana, who double as Newark Municipal Council members, could not turn the affirmative tide from PVSC Chairman Brendan Murphy and Commissioners Elizabeth Calabrese, John Cosgrove, James Doran, Joseph Isola and Hector Lora.

The commission’s 6-2 vote authorizes the construction of a generator as an emergency power backup to its wastewater treatment plant along Newark Bay. The approval is a turning point in the four year response to have a power outage contingency against the likes of 2012’s Superstorm Sandy.

The approval awards Skanska construction a $262 million construction contract before a commission boardroom audience of 150. The generator will back up one of the largest sewer treatment plants in the country, serving 1.6 million households in 48 Northern New Jersey municipalities.

Crump and Quintana had sided with Ironbound residents who said that the gas fed plant’s installation violates the state’s environmental justice law. There are three methane or fossil fuel powered plants existing in the neighborhood, affecting its air pollution levels.

Mayor Ras Baraka, State Sens. Teresa Ruiz (D-Newark) and Renee Burgess (D-Irvington) and Assemblywoman Eliana Pintor-Marin (D-Newark) also among the elected officials decrying the new gas generator. Opponents had offered storage battery backup to the PVSC as an alternative.

Earthjustice has meanwhile taken the NJDEP to court to override its granting an air rights permit in April on behalf of the Ironbound Community Corporation. The state agency granted the permit after receiving an impact study from the federal EPA. The DEP did stipulate that the PVSC install solar panels and batteries to generate and store 5 megawatts of renewal backup energy.

IRVINGTON / EAST ORANGE – Relatives and friends of an East Orange man have started a GoFundMe.com page to pay for his funeral expenses while authorities investigate the circumstances of his June 12 death on Irvington’s stretch of the Garden State Parkway.

New Jersey State Police spokesman Sgt. Jeffrey Lebron said that troopers had responded to a call of a serious accident with a pedestrian just south of northbound exit 144 made at 4:25 a.m. that Thursday.

They arrived at milepost 145.7 in Irvington to find a burgundy Jeep Grand Cherokee with its emergency lights on, “an unknown vehicle” and a man lying on the right hand lane and shoulder. Troopers promptly closed two right lanes of the four northbound travel lanes and called for medics.

Arriving EMS technicians declared the man – identified as Richard Lee Angel, 70, of East Orange – dead at the scene. That morning’s rush hour traffic spilled back three miles during the field investigation. There were also rubbernecking delays from the southbound lanes.

Investigators are determining how the two vehicles had collided and when one, the other or both struck Angel. They are trying to find out why he was on the Parkway in the first place.

Angel, in GoFundMe.com, was described as “a handyman with an plan.” He was superintendent of “Casa Albert”/776 Crown, a 1926 apartment building in Brooklyn’s Crown Heights section. He was also described as a “son, brother, veteran, husband, father and grandfather.”

A wife, two daughters, three grandchildren and two sisters are among Angel’s survivors.

ORANGE – Some of those who commemorated the 81st anniversary of the June 6, 1944 Normandy Invasion gathered here at Monte Irvin Orange Park not only to remember – but take action June 6, 2025.

The gathering off Central and Oakwood avenues included veterans World War Two and of later armed conflicts and community activists – who later marched on South Center Street to the Veterans Administration Medical Center off the southeastern corner with Tremont Avenue in East Orange.

They were one of several similar rallies and demonstrations held as a “National Call to Action” by the Unite for Veterans Coalition and, locally, by the Bloomfield Sustainability Network.

The demonstrators were protesting the budget cuts made by the Trump Administration, either directly through its proposed 2025-26 budget or via the Department of Government Efficiency. The cuts include:

From Pennsylvania VA Hospitals the immediate suspension of clinical research trials, affecting 100,000 veterans.

From Northwestern VA hospitals, the immediate cancellation of a contract to a third party who had been tracking cancer patients.

The projected cutting of 70,000 jobs from the 500,000 VA workforce by Dec. 31

A Trump Administration Executive Order to the VA, obtained by Britain’s “The Guardian” June 16, would allow individual doctors, dentists, psychologists and therapists to decline care to their patients “based on personal characteristics not explicitly prohibited by federal law.”

It is not immediately know what cuts are being made at the East Orange Veterans Hospital.

Demonstrators, protesting US VA cuts, rally @ Orange Park, marched to VA Hospital Held on D-Day 81st anniversary.

SOUTH ORANGE / MAPLEWOOD – Members of the South Orange-Maplewood School District Board of School Estimate, at their annual June 16 virtual/Zoom meeting at the administration building board chamber, expressed their preference for two of four Ritzer Field proposals.

The panel – consisting of elected South Orange and Maplewood officials and SOMSD Board of Education members – received four plans for the field that lies to the north of Columbia High School. Two involved natural grass fields and two involved artificial turf fields.

What the BSE preferred was Plan D, which would allow two artificially turfed fields – one for softball and the other “multipurpose” for soccer or lacrosse/field hockey. Plan B – which calls for two artificial turf softball fields – was also liked.

The estimate board, which usually approves the annual budget for the two-town school district, has put Plan D into the Board of Education’s court for their July vote. The BSE will then decide on funding the field’s improvements in August or September.

It does not appear that the Ritzer Field renovation plan will go up for a Nov. 4 General Election Public Question referendum before Maplewood and South Orange voters. The estimated expenditure does not exceed two percent of SOMSD’s current 2024-25 budget. Any particular project costing more than two percent would prompt a question on the ballot.

“Local Talk” does not know whether there will be a voters drive to put the question on the ballot, given that grass vs. turf fields have been controversial here and elsewhere.

BLOOMFIELD / GLEN RIDGE – Last rites for Bloomfield native and Glen Ridge resident Rudy J. Block included a May 21 funeral at the O’Boyle Funeral Home and a May 22 burial at Glendale Cemetery.

Block, 91, who was born in Bloomfield May 23, 1933, died May 17 at his Glen Ridge home. He had moved from the township to the borough in 1971.

Block graduated with the Bloomfield High School Class of 1951. He was listed in the BHS “Memories” yearbook as being a member of the German club and in intramural sports. Hus intention was to enroll in the Newark College of Engineering – now NJIT.

Instead, Block graduated with a bachelor’s degree from Berea, Ohio’s Baldwin-Wallace College. He served Uncle Sam 1956-58 in the Army’s finance corps.

The honorably discharged Block returned to Bloomfield-Glen Ridge as a cost accountant for National Yeast, of Belleville, and later, Continental Can Corp., in Passaic. He retired when Continental Can closed in 1990.

Rudy and Ruth Block moved to the borough’s South End to raise Linda Cooper and Susan Seibel. The St. John’s Lutheran Church-Bloomfield member is also survived by five grandchildren and great-grandson Noah Cooper.

MONTCLAIR – Township officials have signaled their desire to have more off-peak and weekend transit service to NJTransit by starting a working group on the matter on a May 20, 6-1 vote.

The working group, to be headed by Deputy Mayor/Mobility Committee Chair Susan Shin Andersen, will be made of residents, council members and relevant township employees. They will take a survey of Montclair’s bus and commuter rail needs, evaluate service proposals and present their recommendations to Montclair and NJTransit.

Some of those recommendations are to likely include increasing off peak and weekend service along the Montclair-Boonton Line to Bay Street Station – and its extension to Montclair State University.

The working group will also look into increasing the New York City-Montclair interstate bus service lost when DeCamp eventually closed Feb. 28. NJTransit had been maintaining rush hour-only bus runs the Montclair-based DeCamp gave them after April 7, 2023.

DeCamp’s decline and end after 173 years’ service prompted Montclairian Nick Giglia to start Restore Our Transit in Essex and launch a Change.org petition Feb. 24.

Montclair’s elders carried the resolution with only Third Ward Councilman Rahun Williams abstaining. Williams was concerned on how more trains would affect grade crossing traffic on weekends.

NJTransit’s official reaction is that the public carrier does not have the budget to increase Montclair area bi=us and train service. Increasing trains to/from New York Penn Station is at capacity and may not improve until the Gateway Tunnels are open in 2035. The agency is willing to look at the working group’s findings.

BELLEVILLE – Relatives and friends of the Belleville High School Class of 2025 who are reading this before their scheduled June 20 graduation may want to check the high school and Belleville Public Schools social media for that Friday ceremony’s start time.

BPS, on its website as of 11 a.m. June 17, has gone back to its original 10 a.m. start time as first posted before Memorial Day.

District administrators, responding to a June 3 petition by the BHS Home and School Association, had changed it to 2 p.m. The petition said that parents and friends would rather have the graduation set for 6 p.m. instead of folding the 10 a.m. start within the 8:15 a.m. – 12:15 p.m. Last Day of School.

Then the start was put back to 10 a.m. on June 16 — the same day as the BPS Board of Education Trustees meeting. It is not immediately known whether Belleville’s educators have acquiesced to any public speaker’s outcry of the changeback at their Monday night meeting.

The back and forth BHS graduation time is likely in Interim Superintendent Nicholas Perrapato’s hands. Newly hired Superintendent Dr. Erick Alonso, whose contract was ratified by the Trustees that Monday, will not take office until July 1.

TOWN WATCH WEST ORANGE – It is not clear whether the Township Council will seek a successor to the resigned Councilwoman Asmeret Ghebremicael from among the public or from an internal appointment as of press time.
