ZILBERMINTS

NEWARK – On Thursday, April 16, 15 candidates participated in an At-Large Debate Forum at Essex County College’s J. Harry Smith Hall. There were supposed to be 19 candidates, but several did not show up.

Luis Quintana, Louise Roundtree, Michael Silva, and outgoing Councilman-at-Large Carlos Gonzalez, though invited, never came to the At-Large Debate Forum.

C. Lawrence Crump, current Municipal Council president; Yusuf Shabazz, a frequent speaker at Hearings of the Citizens during City Council meetings; Eden O. Rivera; Malik Cooper; Khalil T. Kettles; Joannette Hinnant; Nadirah A. Brown made up the first group of seven candidates. They participated in the first part of the debate.

The second group, made up of eight candidates, was made up of Christina Cherry; Alonzo Herran Jr.; Donna Jackson, a well-known activist and speaker at Hearings of the Citizens during City Council meetings; Maria E. Lebron; Lynda A. Lloyd, who lost to Ras Baraka in 2022; Rasheen M. Peppers; Lamont T. Vaughn; and Altarik White. They participated in the second part of the debate.

All at-large councilman candidates, from left to right, sat on stage at a table draped with maroon bunting. The moderators sat apart from the last candidate, at a separate table.

The Newark, N.J. branch of NAACP moderated the debate. Mrs. Deborah Gregory and Dr. Uchenna A. Onyeani, D.C. served as the moderators.

Ground Rules

Ground rules were as follows: Surrogates will not be allowed to participate in the debate in place of a candidate. No placards, posters, stickers, or other such campaign materials, may be displayed by the candidates or their team/supporters in the venue before, during or after the debate. The candidate may not have access to any person during the debate other than the moderator, and, in case of an emergency, a member of the debate committee or school staff. Candidates may not use any type of technology during the debate (phones, laptops, I-Pads, etc.).

The debate will include questions from the primary moderators as well as the in-person audience. The NAACP DEBATE FORUM COMMITTEE will determine which questions are asked. Time limits on statements, answers, rebuttals and responses will be enforced by the moderator(s) and/or a member of the debate forum committee who will be given timekeeper designation prior to the beginning of the debate.

The moderator may interrupt any candidate at any time if the moderator believes the candidate is engaging in ad hominem attacks. The candidates may not interrupt one another. It is the moderators’ responsibility and discretion, not the candidates,’ to enforce this rule.

No participant in the debate (neither the candidates nor questioners) may be allowed to use props or visuals of any kind. No participant in the debate (neither the candidates nor questioners) may touch any other participants during the debate. Candidates will remain in their designated position for the duration of their portion of the debate.

The Newark At-Large Council Debate Forum is scheduled 2.5 hours, (6:00 pm – 8:30 pm) from open to close, including all introductions and closings, with the format designed to split the large group of candidates running for the At-Large positions into 2 halves of 9 candidates.

The two groups of 9 candidates will each have approximately 60 minutes of debate time. Once both groups have completed their time, the audience will participate in an exit poll, voting on how they feel each candidate performed which will be explained in further detail during the 7-minute changeover from the first group of candidates to the second group.

At the conclusion of closing statements, we will conduct our exit poll (6 minutes) and hear closing remarks from ECC (2 minutes and NAACP (2 minutes) = 10 minutes.

Debate Format

Essex County College (ECC) President Dr. Augustine Boakye gave a brief welcome statement. This was followed by the Newark NAACP representative’s statement. Then the audience heard an explanation of an At-Large Council Member by the NAACP. Mrs. Deborah Smith-Gregory represented the NAACP.

Dr. Onyeani gave an explanation of the debate format to the audience.

The debate began with a 1-minute statement from each candidate. After all statements were completed, the moderator commenced with the first question. Because of logistics and time constraints, there were only a total of three to four questions asked to three or four different candidates based on an online survey distributed by the NAACP and its partners. The survey asked the residents of Newark the top issues they felt need to be discussed at the forum.

The moderator will randomly address the first question to only one candidate and the question will be asked only once. Following the answer and subsequent rebuttals for the first question, a second question will be asked of a different candidate following the same format, the third question to yet another candidate following the same format.

Candidates’ responses to moderator questions will be limited to 60 seconds (or less).

The moderator and assigned NAACP forum committee member will keep candidates informed of their elapsed time and will enforce the time limit via a timer that will be displayed for the audience.

All other candidates will be limited to two rebuttal opportunities per question and given no more than 30 seconds per rebuttal. The original candidate who answered the question can use their remaining time for rebuttal.

One question for a group of 9 candidates. Following this format, will take 10 minutes x 3 questions (30 minutes).

The debate will then move into round 2, the lightning round of short questions and short answers where at least one question will be directed to only one candidate with no opportunity for rebuttals from any other candidates. During the lightning round, candidates’ response time will be 30 seconds maximum.

Closing statements will be one minute for each candidate and offer each candidate an opportunity to speak for themselves. If a candidate violates this rule and the attacked candidate has already completed his or her closing statement, the moderator may offer the attacked candidate the right to make a short rebuttal, if time permits, after the closing statement segment has been completed.

Questions for candidates in Group A

The seven candidates in Group A were asked four questions. The subjects included housing; quality of city services; public safety; and budget priorities. These were as follows.

Newark is seeing significant development. How would you ensure that new development actually benefits current residents? Please explain.

Residents have been complaining about issues like sanitation/recycling pickup and street maintenance. How can city government better address these issues?

Newark has made measurable progress in reducing gun violence over the past several years, but that progress appears to have plateaued. The current administration practices both policing and prevention when it comes to efforts to reduce gun violence. Do you think this is enough? If not, name something else that can be done.

Should Newark prioritize fiscal restraint or increased investment in services, even if this means higher spending?

Questions for candidates in Group B

The eight candidates in Group B were asked questions about housing; quality of life/city services; public safety; and budget priorities. However, the language of the questions differed from that of Group A. These questions are as follows.

What is the biggest barrier to affordable housing in Newark right now, and what concrete steps would you take to address it?

What is one city service you believe is currently underperforming, and how would you improve it within your first year in office?

In the last 12 years, there have been at least 3 documented police-involved fatal shootings in the city of Newark, with the most recent one taking place earlier this year. What is one action you would take to strengthen trust between law enforcement and the community, and do you believe this will help improve public safety in Newark?

What should be Newark’s top funding priority over the next two years, and why?

Poor sound quality

Local Talk taped candidates answering both 30-second and 1-minute questions. Due to poor sound quality, it was difficult to hear what was being said. The background noise from electronics interfered with the clarity of the sound. Even the microphones did not help. Audience members also told Local Talk that the sound quality was very bad.

Survey results

At the end of the At-Large Debate Forum, a survey was made to find out which candidates performed best. Of the 15 candidates, four came out the winners, one was basically an honorable mention, and the rest were eliminated.

The winners of the survey were C. Lawrence Crump, 14 points; Donna Jackson, 13 points; Lynda A. Lloyd, 12 points; Rasheen M. Peppers, 11 points. Nadirah A. Brown was the honorable mention. Everyone else was eliminated, receiving from 10.5 points for Maria A. Lobron to 2.5 points for Yusuf Shabazz.

BY LEV D.
