NEWARK<\/strong> – Family, friends and colleagues of former State Assemblyman Alberto Coutinho have paid last respects here at the Buyus Funeral Home March 31 and at the Cathedral Basilica of the Sacred Heart April 1. The world football devotee was given a March 30 vigil by the Ironbound Soccer Club at the Eddie Moras Ironbound Stadium.<\/p>\n\n\n\n

Coutinho, 56 – who was also a businessman, civic servant and loyal son of East Ward’s Ironbound neighborhood – died after a two car collision here early March 29. He may be best known statewide as the first Portuguese-American elected to the State Legislature in 1997.<\/p>\n\n\n\n

“Albert,” or “Al” served nine years in two stints as a State Legislative District 29 General Assemblyman 1997-98 and 2007-13. He represented LD 29’s Newark East and South Ward core plus, based on redistricting, parts of the North and Central wards. He also represented Union County’s Hillside until a 2010-12 redistricting replaced that with Belleville.<\/p>\n\n\n\n

The Essex County Prosecutor’s Office, as a standard operating procedure involving a homicide or motor vehicle accident victim, is still investigating the crash’s circumstances as of press time.<\/p>\n\n\n\n

Newark Police Division officers, firefighters and local EMS medics had responded to Route 21\/McCarter Highway to multiple 911 calls of a two-car accident – with one on fire – 7:29 a.m. that Sunday. The first units found both cars, one of whom’s engine bay was in flames, and both injured drivers by the said intersection.<\/p>\n\n\n\n

First responders discovered that one driver, later identified as Coutinho, was suffering cardiac arrest. They applied CPR at the scene and during his being rushed to University Hospital. Coutinho – who was pronounced dead at 8:02 a.m. The other driver was treated for non-life-threatening injuries.<\/p>\n\n\n\n

Alberto Coutinho was born here June 16, 1969 as a second-generation Portuguese-American – and into his father Bernardino’s bakery career. B. Coutinho turned his five-year apprenticeship at East Orange’s Cocoziello’s Bakery into opening Coutinho’s Bakery here at 417 Chestnut St. “Beto” said that he started working on the bakery floor and in its office at eight-years-old. The bakery continues here at 88 Wilson Ave. and on North Arlington’s 20 Ridge Rd.<\/p>\n\n\n\n

Coutinho combined his practical experience with two degrees from NYU – a B.S. in economics and finance and an MBA specializing in international operations and organizational behavior – to more than help run the family business. He co-founded and remained a partner of New Frontier Consultants, LLC – which, according to his obituary, “provided strategic guidance in economic development and policy.”<\/p>\n\n\n\n

The youth soccer player co-founded the Ironbound Soccer Club and F.C. Porto of N.J. The one-time ISC chairman was also on the Sport Club Portugues board of directors. The bilingual speaker was in demand by talk shows and panels for his soccer – and, later, political – commentaries.<\/p>\n\n\n\n

Alberto and Bernardino’s promotion of Portuguese culture and community led to their starting and running the Portugal Day festival 1979-2009 through the Bernardo Coutinho Foundation. The annual June Ferry Street festival and parade became the largest such event in the state and the largest Portuguese cultural celebration outside of Portugal.<\/p>\n\n\n\n

Coutinho was named onto Newark’s Zoning Board of Adjustment for 1993 and the Central Planning Board 1996-2006 and was an Essex County Utilities Authority commissioner 1992-98.<\/p>\n\n\n\n

Coutinho, then 27, made history by winning a special May 1997 election to succeed Jackie Mattison; the former assemblyman and Mayor Sharpe James Chief of Staff had resigned after being convicted of bribery.<\/p>\n\n\n\n

Alberto, while filling out Mattison’s term and not seeking re-election, was a member of the Assembly Budget Committee and Assembly Commerce and Economic Development Committee Chairman. He advocated for prisoner reentry reform, open space and parks expansion and job creation – and against the Republican administration’s budget cuts that led to Newark police layoffs.<\/p>\n\n\n\n

Coutinho, with Essex County Democratic Committee endorsement, was elected to his first full term in 2007. Voters chose him over six-term incumbent Wilfredo Carabello. His election with Assemblywoman L. Grace Spencer and Sen. Teresa Ruiz, at the time, were seen as the fruit of an alliance between then-Mayor Cory Booker and the late North Ward power broker Stephen Adubato, Sr.<\/p>\n\n\n\n

Alberto would be re-elected twice on wide margins.<\/p>\n\n\n\n

In his second stint in Trenton, Coutinho sought funding for critical Newark Public School repairs and continued criminal justice reform. He was named onto the Assembly Human Services Committee and the Joint State Leasing and Space Utilization Committee.<\/p>\n\n\n\n

Coutinho, citing a heart attack and family concerns, stopped running for reelection Sept. 6, 2013 and resigned from the State Legislature Sept. 11. He then pleaded guilty the next day of theft and falsifying records of his father’s foundation and confessed to using $30,000 to pay his personal debts.<\/p>\n\n\n\n

Coutinho was given three years’ probation, ordered to pay back the foundation and was barred from further public office holding. Gov. Phil Murphy pardoned him Jan. 20, 2026.<\/p>\n\n\n\n

Elaina Pintor Marin, a family friend and former Newark Public Schools Board of Education member, was chosen by the ECDC to take Coutinho’s place on the LD29 ticket. A majority of district voters have since elected and re-elected her to the Assembly.<\/p>\n\n\n\n

Coutinho, post-State House, frequented MSL New York Cosmos soccer games with his family and attended June’s FIFA Club World Cup Final. He retained close friendships with current East Ward Councilman Michael J. Silva., retired Essex County Sheriff Armando Fontoura and East Ward Democratic Committee Chairman Joseph Parlavecchio.<\/p>\n\n\n\n

He was a member of the Michael J. Silva Civic Foundation. A majority of East Ward voters elected Silva as their councilman, succeeding the retiring Augusto Amador, in a June 2022 runoff election.<\/p>\n\n\n\n

\u201cI am truly saddened by the passing of Albert Coutinho. He was a giant in Essex County and the Portuguese community and was known for dedicating himself to the development of youth soccer programs and helping others in the community that he loved. More importantly, he was devoted to his family and was a true friend. My heart goes out to his family,\u201d Essex County Executive Joseph N. DiVincenzo, Jr. said in a statement.<\/p>\n\n\n\n

Mother Maria, brother Billy and sister Helena Coutinho Goncalves are among his survivors. Father Bernardino, 79, died June 4, 2016.<\/p>\n\n\n\n

Coutinho’s arrangements were made by Buyus, who handled his father’s last rites. Internment was made at the family plot in North Arlington’s Holy Cross Cemetery.<\/p>\n\n\n\n
